Dr. Sofia Guerra is a specialist in the safety, security, and assurance of complex digital systems. As Director at Themistoclea Ltd, she provides strategic and technical leadership in the development of robust assurance frameworks for high-stakes industries. Her expertise spans nuclear safety, AI governance, and regulatory frameworks for digital infrastructure. Before founding Themistoclea and as a partner at Adelard LLP, she guided the team’s work on transformative technologies like computer verification, and AI, which are now critical to the trustworthiness and operational success of engineering companies globally.

She has advised the U.S. Nuclear Regulatory Commission on risk-informed, performance-based safety justifications and played a key role in advancing AI assurance in the nuclear sector. She led the first AI sandboxing project in the nuclear industry, collaborating with the UK Office for Nuclear Regulation (ONR) and the Environment Agency to develop E3S cases for AI-based systems. She supported ONR in reviewing its approach to regulating AI in safety-critical applications. Her expertise is recognized internationally—she works with the IAEA on the safe deployment of AI in nuclear applications, serves on the IAEA International Network on Innovation steering committee, and contributes to the BSI ART/1 Artificial Intelligence standards committee.
